Expands Minnesota's student bullying policy to cover cyberbullying on school-issued devices used off school premises, when such use substantially and materially disrupts student learning or the school environment

Amends Minnesota Statutes 2024, section 121A.031, subdivision 1, which governs the scope and application of public school bullying policies

Maintains existing coverage for bullying on school premises, at school functions, on school transportation, and through electronic communications on school computers and networks

Continues to exempt home schools and nonpublic schools from the requirements, while encouraging nonpublic schools to voluntarily submit antibullying policies and incident data to the commissioner

Applies bullying policy provisions to non-enrolled school-aged children who voluntarily participate in public school cocurricular or extracurricular activities
