Prohibits the Commissioner of Finance from using money from the outdoor heritage, clean water, parks and trails, or arts and cultural heritage funds to pay for statewide or agency indirect costs

Restricts recipients of legacy fund money from using funds for overhead costs (rent, lease payments, insurance, utilities, custodial services, building maintenance) unless they document that costs increased as a direct result of administering the funded program

Limits overhead cost reimbursement to only the documented increase in specific costs attributable to the legacy-funded program, project, or activity

Applies identical overhead cost restrictions to all four legacy funds: outdoor heritage fund, clean water fund, parks and trails fund, and arts and cultural heritage fund

Amends Minnesota Statutes sections 16A.127, 85.53, 97A.056, 114D.50, and 129D.17
