Commissioner of Administration must submit a report by February 15, 2026, cataloging all state-owned and leased office space to legislative committee chairs and ranking minority members

Report must identify how much office space is substantially vacant and assess whether vacant space can be converted into housing

Report must estimate potential revenue the state could generate through rental or sale of repurposed properties

Commissioner is authorized to obtain cost estimates for converting vacant office space to housing and to contract for a real estate market study
