Proposes a constitutional amendment to establish an 8-member Bipartisan Redistricting Commission to draw congressional and legislative district boundaries after each federal decennial census, replacing the legislature's current redistricting authority

Commission members appointed by leaders of the two largest party caucuses in each chamber (2 each), with current elected officials and appointed public officials (and their immediate family members) ineligible to serve

Requires 6 of 8 votes including at least one member from each appointing authority to adopt a redistricting plan, with plans due by December 31, 2031, and after each subsequent census

Establishes districting principles including equal population (±0.5% for legislative districts), contiguity, compactness, preservation of communities of interest, protection of minority voting rights, and prohibition on drawing districts to protect or defeat incumbents

Constitutional amendment would be submitted to voters at the 2026 general election, with statutory implementation provisions effective January 1, 2030, for the 2030 redistricting cycle
