Appropriates $6,500,000 in state bond proceeds to Northern Lights Special Education Cooperative No. 6096-52 to predesign, design, construct, renovate, furnish, and equip an education learning center for students with autism, cognitive disabilities, emotional and behavioral disorders, and other specific educational needs

Appropriates $6,500,000 in state bond proceeds to Area Special Education Cooperative No. 997 for an identical education learning center project serving students with special educational needs

Both facilities will include space to house Level IV setting regional special education programs

Neither appropriation requires a nonstate matching contribution

Authorizes the commissioner of management and budget to sell and issue up to $13,000,000 total in state bonds to fund both projects, effective the day following final enactment
