Prohibits K-12 school districts, charter schools, and Minnesota State colleges/universities from teaching nine defined "racist or sexist concepts," including that any race or sex is inherently superior, that individuals are inherently racist/sexist by virtue of their race or sex, or that meritocracy is racist or sexist

Bans educational institutions from hosting speakers, requiring materials, or contracting with entities that promote the prohibited concepts

Protects students from being penalized for refusing to adopt or express any of the defined concepts

Creates a private right of action allowing any Minnesota resident to sue educational institutions in district court for alleged violations

Mandates that courts enjoin violating institutions from receiving state funding for the following fiscal year and award costs and attorney fees to successful complainants
