Permits out-of-state compact nurses to practice in Minnesota when a pandemic or localized disease outbreak impacts healthcare staffing to critical levels, as determined by the Commissioner of Health upon request from healthcare providers

Requires out-of-state nurses to have a contract or provider agreement with a Minnesota healthcare system or provider (hospital, clinic, or other health care entity) before practicing under these provisions

Healthcare systems employing out-of-state nurses must verify the nurse's compact license is in good standing and file a report with the Commissioner of Health within 60 days after the emergency ends, detailing the number of nurses and contract lengths

Both provisions automatically expire if Minnesota joins the Nurse Licensure Compact, and out-of-state nurses practicing under these provisions submit to the jurisdiction of the Minnesota Board of Nursing
