Appropriates $9,700,000 from the bond proceeds fund to the Commissioner of Transportation for a grant to the city of Karlstad for Phase 3 of the airport relocation project

Funds engineering and construction of a primary airport runway and supporting facilities, including runway and taxiway paving and lighting, paved parking apron, utilities, aviation fueling system, navigational aids, and access drive and parking

Authorizes the Commissioner of Management and Budget to sell and issue state bonds up to $9,700,000 to fund the appropriation

Supplements prior appropriations for Phase 1 (Laws 2021, First Special Session) and Phase 2 (Laws 2023) of the airport project

Effective the day following final enactment
