Amends a 2023 flood hazard mitigation appropriation of $40,300,000 for publicly owned capital improvements to prevent or alleviate flood damage under Minnesota Statutes section 103F.161

Adds a new $175,000 grant to the Chisago Lakes Lake Improvement District to repair the Lofton Avenue weir and the Lake Ellen weir

Retains existing earmarks including $3,300,000 for Browns Valley (Toelle Coulee project Phase II), $5,000,000 for Red River watershed districts, $11,000,000 for Moorhead flood mitigation, and $6,000,000 from the general fund for Carver levee restoration

Levee projects must meet state standard of three feet above the 100-year flood elevation where practical

Effective the day following final enactment
