Appropriates $3,909,000 from the bond proceeds fund to the Pollution Control Agency for a grant to the city of Blooming Prairie for contamination remediation along the Trunk Highway 218 corridor

Funds will address soil and groundwater contamination through removal, replacement, and remediation of contaminated soil

Includes replacement and rehabilitation of wastewater, drinking water, and other public utility infrastructure within the project area

Authorizes the commissioner of management and budget to sell and issue state bonds up to $3,909,000 to fund the appropriation

Effective the day following final enactment
