Removes the June 30, 2025 expiration date for Minnesota's short-call substitute teacher pilot program, making it permanent

Allows individuals with an associate's degree (plus district training) or high school diploma (plus one year as a paraprofessional) to obtain short-call substitute teaching licenses

Changes compensation requirements from "$200 per day or the employee's regular rate of pay" to the greater of either the district's standard short-call substitute rate or the employee's existing rate of pay

Prohibits schools from requiring employees to apply for substitute licenses or retaliating against those who decline to participate

Takes effect the day following final enactment
