Establishes the Office of Achievement and Innovation within the Minnesota Department of Education to help school districts and charter schools research and implement innovative practices in literacy, mathematics, science, and career readiness

Requires the office to maintain a clearinghouse of resources on academic achievement and provide advisory (non-binding) guidance to districts seeking to implement innovative practices

Creates an approval process for nonprofit organizations to partner with schools, requiring submission of IRS Form 990, evidence of good standing with the Secretary of State, and certification that principals have no felony financial crime convictions in the past 10 years

Redirects $2,000,000 in annual funding previously designated for the Equity, Diversity and Inclusion (EDI) Center to instead staff the new Office of Achievement and Innovation

Takes effect the day following final enactment
