Appropriates $5,162,000 from the bond proceeds fund to the Public Facilities Authority for a grant to the city of Newport for water and sewer infrastructure improvements

Funds will cover right-of-way acquisition, predesign, design, and construction for removal, replacement, and installation of water, sanitary sewer, and storm sewer systems, plus reconstruction of affected streets

Project area includes 3rd Avenue between 14th and 12th Streets, 2nd Avenue between 15th and 11th Streets, Cedar Lane between 15th Street and 2nd Avenue, and 12th Avenue west of 4th Avenue in Newport

Authorizes the commissioner of management and budget to sell and issue state bonds up to $5,162,000 to fund the appropriation
