Appropriates $299 million in state bond proceeds to the Public Facilities Authority for clean water programs: $121 million for water infrastructure funding, $121 million for point source implementation grants, $39 million for federal loan matching, and $18 million for emerging contaminants grants.

Doubles the maximum grant cap for water infrastructure projects receiving USDA, clean water revolving fund, or drinking water revolving fund assistance from $5 million to $10 million per project.

Increases the maximum grant amount under the point source implementation grants program from $7 million to $12 million for water infrastructure projects addressing wasteload reductions and pollutant discharge limits.

Establishes a new emerging contaminants grant program providing up to 80% of project costs (maximum $12 million) for drinking water infrastructure addressing exceedances of EPA health advisory levels, with priority given to communities in census blocks with supplemental demographic index scores at or above the 70th percentile.

Authorizes the commissioner of management and budget to sell and issue up to $299 million in general obligation bonds to fund these water infrastructure programs.
