Medical Assistance will cover "care evaluations" (face-to-face evaluations to develop, update, or review a recipient's home care plan) for home health agency services and home care nursing services, reimbursed at 300% of the skilled nursing visit rate, when not covered by Medicare or other insurance

Payment rates for home health agency services, home care nursing services, and homemaker services (personal care, cleaning, home management) will increase by an unspecified percentage from rates in effect on December 31, 2025

Recipients may receive up to nine face-to-face visits per calendar year without prior authorization, which must include skilled nurse visits or care evaluations

Establishes a one-time home care preceptor grant program to provide incentive compensation and benefits to home care nurses who supervise nursing students, with grants available to licensed home care providers through January 1, 2028

Most provisions take effect January 1, 2026, or upon federal approval, whichever is later; grant recipients must report to the commissioner by July 1, 2028 on how funds were distributed
