Amends Minnesota's prohibition on lead and cadmium in consumer products by expanding the definition of "covered product" to include professional artist materials such as oil-based paints, water-based paints, acrylic paints, pastels, pigments, ceramic glazes, markers, and encaustics

Removes "keys" from the list of covered products subject to lead and cadmium restrictions, while retaining key chains and key rings

Adds a new age restriction requiring retailers to verify purchasers are at least 18 years old before selling paint or pastels containing cadmium that are not otherwise prohibited

Defines "pastels" as a crayon composed of powdered pigments bonded with gum or resin

Takes effect the day following final enactment
