Allows certification/recertification fees up to $350, with approved third-party training providers retaining half and remitting the remainder to the commissioner for deposit in the environmental fund

Requires certified applicators to maintain records for at least six years including deicer types and application rates, treatment dates, weather conditions, and to report annual deicer usage to the commissioner by July 1 each year

Takes effect August 1, 2026, and applies only to claims arising on or after that date; excludes government employees from the "commercial applicator" definition
