Amends the Read Act to require public schools use curricula, instructional materials, and teacher training based "solely on the science of reading," and adds a new statutory definition for "science-based reading research"

Expands approved providers for professional development training to include organizations accredited by the International Multisensory Structured Language Education Council, Orton Gillingham Academy, International Dyslexia Association, or individuals certified by the Academic Language Therapy Association

Terminates the partnership between the Department of Education and CAREI (Center for Applied Research and Educational Improvement) on June 30, 2025, requiring the department to complete all Read Act implementation duties independently thereafter

Removes requirements for cultural responsiveness reviews of literacy curricula and intervention materials, eliminating the two-step review process and third-party contract for developing culturally responsive supplemental materials

Requires the Professional Educator Licensing and Standards Board to adopt rules requiring elementary education teacher license applicants to pass an examination on the science of reading, and shortens availability of appropriations for CAREI-related activities from June 30, 2027 to June 30, 2025
