Appropriates an additional $10,000,000 in fiscal year 2026 from the general fund to the Commissioner of Agriculture for a grant to First District Association, a dairy cooperative in Litchfield

Supplements an existing $5,000,000 appropriation from Laws 2023 for the same wastewater industrial pretreatment facility project

Funds will support design, engineering, construction, equipping, and furnishing of a new wastewater industrial pretreatment facility with capacity of up to 1,750,000 gallons per day of high strength wastewater

Facility will include biosolids handling process and renewable gas production capabilities

All sections take effect the day following final enactment
