Expands education reimbursement eligibility from volunteer-only ambulance attendants to all ambulance attendants at licensed services responding to 5,000 or fewer calls annually

Increases maximum reimbursement for initial EMT education from $900 to $1,200 and establishes new caps: $400 for EMT continuing education, $600 for initial EMR education, and $200 for EMR continuing education

Adds EMR (Emergency Medical Responder) training to the reimbursement program, which previously covered only EMT education

Requires ambulance attendants to serve one year as active members of a Minnesota licensed ambulance service after certification to qualify for reimbursement

Appropriates $100,000 in fiscal year 2026 and $100,000 in fiscal year 2027 from the general fund to the Office of Emergency Medical Services for this program
