Requires all Minnesota health plans to cover colorectal screening and diagnostic tests for all residents regardless of age, effective January 1, 2026

Covered tests include colonoscopy, flexible sigmoidoscopy, Shield test, guaiac-based fecal occult blood test, fecal immunochemical test, FIT-DNA test, and other FDA or National Cancer Institute-evaluated screening methods

Mandates coverage for follow-up diagnostic services with no cost-sharing (no co-pay, deductible, or coinsurance) when a provider determines additional testing is needed after initial screening

Creates an exception allowing cost-sharing after deductible is met for enrollees in health savings account-eligible or catastrophic health plans to preserve federal tax eligibility

Directs the Commissioner of Health to establish a long-term public education program on colorectal cancer awareness, risk factors, screening options, and prevention through social media, physician offices, and clinics
