Medical Assistance (Medicaid) would be required to cover home birth services including prenatal, labor, birth, and postpartum care for low-risk patients

Eligible providers include certified professional midwives, certified nurse-midwives, physicians, certified nurse practitioners, and physician assistants with home birth experience

Recipients must be deemed low-risk based on documented adequate prenatal care and must have a plan of care including signed consent, sufficient prenatal visits, and a hospital transfer plan

Professional services must be reimbursed at 100% of the physician rate; facility payments for home births set at 70% of the statewide average hospital rate for uncomplicated vaginal delivery

If a patient transfers to a hospital before delivery, the home birth provider receives the lower of billed charges or 15% of the statewide average hospital facility rate
