Reduces continuing education requirements for case management associates from 40 to 20 hours annually and changes supervision from 5 hours weekly of mentoring to 4 hours monthly from a case management supervisor

Removes the requirement that staff performing direct observation of mental health behavioral aides and rehabilitation workers must approve progress notes for observed treatment services

Exempts intensive residential treatment services and residential crisis stabilization services providers from five specific health care bill of rights provisions (subdivisions 20, 25, 29, 32, and 33 of section 144.651)

Extends the timeline for level of care assessments in intensive residential treatment services from 5 days to 10 days after client admission

Allows adult mental health case management to be reimbursed for contacts made via secure electronic message (in addition to face-to-face and telephone contacts), subject to HIPAA compliance and documentation requirements; effective upon federal approval
