Allocates $4 million for program administration ($2 million in FY2026 and $2 million in FY2027), with unused administrative funds available for wetland acquisition

Authorizes the commissioner of management and budget to sell and issue up to $15 million in state bonds to fund the program

Permits the Board to partner with federal agencies, state agencies, political subdivisions, nonprofits, and private entities to acquire wetland replacement credits under an in-lieu fee agreement with the U.S. Army Corps of Engineers
