Authorizes the city of Austin, Minnesota to impose a 0.5% local sales and use tax if approved by voters at an election

Tax revenues must fund up to $25,000,000 plus associated bonding costs for construction and operation of a law enforcement center

Permits the city to issue bonds up to $25,000,000 that are excluded from city debt limitations and do not require a separate voter approval election

Tax expires at the earlier of 14 years after first imposed or when sufficient revenue is collected to cover the $25,000,000 project costs plus bond-related expenses

Any remaining funds after tax termination go to the city's general fund; the city may end the tax earlier by ordinance
