Establishes a standardized filing period of 7-10 days (excluding holidays) for candidates in special elections to fill legislative vacancies across all vacancy scenarios

Extends the deadline for holding special elections from 35 days to 45 days after the governor issues the writ when the legislature will be in session

Changes the vacancy exception window from 40 days to 50 days prior to the opening day of session in even-numbered years for determining when a special election must be called

Requires vacancy filing periods to align with general election filing periods when practicable; otherwise the 7-10 day minimum/maximum applies

Effective the day following final enactment, applying only to legislative vacancies occurring on or after that date
