Prohibits county auditors and municipal clerks from providing drop boxes or similar receptacles for voters or agents to deposit absentee ballot envelopes

Limits absentee ballot return options to mailing or personal delivery to the county auditor or municipal clerk's office by 8:00 p.m. on election day

Retains the existing provision allowing voters to designate an agent to deliver or mail their sealed absentee ballot, with agents limited to handling ballots for no more than three voters per election
