Prohibits employers from hiring new employees with disabilities at subminimum wages starting August 1, 2025, regardless of federal 14(c) special certificates under the Fair Labor Standards Act

Requires all employees with disabilities to be paid at least the highest applicable minimum wage by August 1, 2027, eliminating subminimum wage payments entirely

Mandates county and tribal lead agencies ensure day service programs comply with the new wage requirements for both new hires (2025) and all workers (2027)

Requires home and community-based service providers to report data on workers paid subminimum wages, including demographics and employment outcomes, until the reporting requirement expires August 1, 2027

Appropriates $38,000 in FY2026 and $75,000 in FY2027 from the general fund for MnCHOICES system enhancements to embed employment-related materials into the application
