Repeals Minnesota's retail delivery fee (50 cents per transaction on deliveries of $100+ of taxable goods), eliminating the entire chapter 168E effective July 1, 2025

Eliminates the 36% allocation to metropolitan counties from the transportation advancement account, redistributing those funds to other recipients

Increases transportation advancement account distributions: county state-aid highway fund rises from 10% to 28%, larger cities assistance from 15% to 23%, small cities assistance from 27% to 34%, and town road account from 11% to 15%

Removes the 1% allocation from the transportation advancement account to the food delivery support account

Shifts regional transportation sales tax allocation from 83%/17% to 74%/26% split between the Metropolitan Council and metropolitan counties, effective for taxes remitted after June 30, 2025
