Health plans must cover augmentative and alternative communication (AAC) systems, including electronic and nonelectronic devices, software, and mounting systems for individuals with severe expressive communication limitations, effective January 1, 2027

Coverage must include repair, replacement, and habilitation services (speech therapy for assessment, device selection, and training) when prescribed by a physician as medically necessary, with no separate financial requirements or quantitative limits on these services

Health plans may require prior authorization but must use evidence-based guidelines and cannot deny coverage solely based on an enrollee's actual or perceived disability

The Commissioner of Commerce must reimburse health plans for coverage costs that exceed what plans would have provided as of January 1, 2026, with an annual appropriation authorized for this purpose

Medical Assistance (Medicaid) coverage provisions are updated to align with the new AAC system definitions, including allowing locked electronic tablets to qualify as durable medical equipment when used for communication
