Removes the complete exemption from local rental licensing regulations for assisted living facilities and community residential settings with six or fewer residents

Prohibits towns, cities, and counties from imposing rental licensing regulations on small residential care facilities (six or fewer residents) that are more restrictive than those imposed on other residential facilities required to obtain rental licenses

Applies to both assisted living facilities under section 144G.45 and residential programs under section 245A.11

Clarifies that local jurisdictions cannot exclude or prohibit small licensed facilities within their boundaries

Amends Minnesota Statutes 2024, sections 144G.45, subdivision 3 and 245A.11, subdivision 2
