Establishes a new "full-service provider account" in the special revenue fund to financially support full-service driver and vehicle services providers (such as deputy registrars)

Redirects portions of filing fees from mail and online transactions to the new account: $4.00 from $8 registration renewal fees and $4.25 from $12 other vehicle transaction fees

Imposes a new $5.00 surcharge on vehicle registration renewals submitted by mail, with $2.50 going to the driver and vehicle services operating account and $2.50 to the full-service provider account

Allocates 50% of commissioner filing fees collected for mail or online driver's license transactions to the full-service provider account

Requires quarterly distribution of account funds to full-service providers proportionally based on their transaction volume, with the first distribution due by January 15, 2026, and all provisions effective October 1, 2025
