Establishes a provisional ballot system allowing voters who cannot provide required ID to cast a ballot that will be counted if they appear before the county auditor within 7 days after the election with proper identification

Eliminates the current vouching system that allows a registered voter to verify another person's residence for election day registration purposes

Appropriates approximately $2.2 million for implementation, including $608,000 for voter registration system changes, $1.36 million for a public education campaign, and funding for a voter identification card account to cover card issuance costs (effective June 1, 2027, with some provisions effective June 1, 2026)
