Increases the minimum fine for first-time failure to provide vehicle insurance from $200 to $300, with no maximum cap (previously capped at the maximum authorized by law)

Establishes a tiered fine structure: minimum $550 for a second violation within ten years, and minimum $850 for third or subsequent violations within ten years

Courts may allow community service in lieu of the fine for first-time violations if the defendant is indigent
