Prohibits the Metropolitan Council from using regional transportation sales and use tax revenue for any light rail transit or passenger rail project, expanding the current prohibition that applied only to the Southwest light rail (Green Line Extension)

Removes the expiration date that would have ended the prohibition when the Metropolitan Governance Task Force expired, making the ban permanent

Maintains the existing allocation of sales tax revenue: 5% for active transportation and 95% for transit system purposes including operations, maintenance, and capital projects

Preserves required spending categories for the council including bus service improvements, transit safety, shelter replacement, arterial and highway bus rapid transit, zero-emission bus procurement, microtransit services, and Metro Transit employee wages
