Expands the definition of "polling place" to include early voting and in-person absentee ballot locations during the 18 days before an election, allowing authorized challengers at these sites

Permits one challenger per major political party, nonpartisan candidate, or ballot question petition to be present at any polling place, removing the previous restriction limiting challengers to their own precinct

Requires challengers on election day to remain until votes are counted and results declared; prior to election day, challengers may stay until ballots are secured at closing

Prohibits persons authorized to perform early/absentee voting election duties from being appointed as challengers at those locations

Amends Minnesota Statutes sections 204C.07 and 204C.12 to apply challenger rules uniformly across precinct, early voting, and absentee voting locations
