Creates a $5 per acre property tax credit for agricultural land (class 2a or 2b) certified under the Minnesota Agricultural Water Quality Certification Program in eight southeastern Minnesota counties: Dodge, Fillmore, Goodhue, Houston, Mower, Olmsted, Wabasha, and Winona

Requires the Commissioner of Agriculture to annually notify county assessors of certified acres, with county auditors certifying tax reductions to the Commissioner of Revenue

State reimburses local taxing jurisdictions for the credit in two installments (October 31 and December 26), with school district reimbursements processed through the Commissioner of Education

Appropriates funding from the Clean Water Fund to cover all credit reimbursements to taxing jurisdictions

Effective for property taxes payable beginning in 2026
