Establishes mandatory minimum fines for street racing violations: $300 for first offense, $550 for second offense within 10 years, and $850 for third or subsequent offense within 10 years

Fines are imposed in addition to any other penalties for the misdemeanor or gross misdemeanor conviction

Street racing is defined as willfully comparing or contesting relative speeds by operating one or more vehicles, regardless of whether the speed exceeds legal limits

Amends Minnesota Statutes section 169.13, subdivision 1 (reckless driving)

Effective August 1, 2025, applying to violations occurring on or after that date
