Removes the requirement for school district capital project levy renewal ballots to include a modified notice stating voters are "voting to renew an existing capital projects referendum that is scheduled to expire"

Eliminates the provision allowing school district operating referendum renewal notices to state "Passage of this referendum extends an existing operating referendum at the same amount per pupil as in the previous year"

Removes the mandatory ballot notice requirement stating "Passage of this referendum will result in an increase in your property taxes" from school district referendum materials

Excludes school districts from the definition of "local governmental subdivision" for purposes of the required ballot notice "BY VOTING 'YES' ON THIS BALLOT QUESTION, YOU ARE VOTING FOR A PROPERTY TAX INCREASE"

Effective the day following final enactment and applies to elections held on or after September 1, 2026
