Amends special rules for a redevelopment tax increment financing (TIF) district in the City of Ramsey, located in an area bounded by Ramsey Boulevard, Bunker Lake Boulevard, Llama Street, and 600 feet south of U.S. Highway 10

Exempts the district from standard redevelopment TIF qualification requirements under Minnesota Statutes section 469.174, subdivision 10

Extends the deadline for required activities from five years to ten years from the date of district certification

Allows the city to satisfy interfund loan resolution requirements by adopting resolutions meeting statutory terms and conditions by December 31, 2025

Eligible expenditures include Northstar Transit Station construction costs, structured parking, pedestrian overpass, roadway improvements, and previously acquired land and public improvements
