Temporary vehicle permits for nonresidents purchasing vehicles in Minnesota would be extended from 31 days to 60 days, giving buyers more time to remove the vehicle from the state and complete registration in their home state

Permit fee remains $1, with the fee waived if sale information is electronically transmitted by a dealer or deputy registrar

Dealers selling to out-of-state buyers must remove license plates, issue the 60-day temporary permit, and notify the commissioner within 48 hours that the vehicle is being removed from the state

All permit fees are deposited into the highway user tax distribution fund

Effective October 1, 2025, for permits issued on or after that date
