Appropriates $3,000,000 from trunk highway bond proceeds to the commissioner of transportation for construction of a noise barrier on the south side of U.S. Highway 10 in Anoka

Noise barrier would extend from Fairoak Avenue to the interchange at West Main Street and Greenhaven Road

Authorizes the commissioner of management and budget to sell and issue state bonds up to $3,000,000 under Minnesota Statutes sections 167.50 to 167.52
