Creates a minimum aid floor for first class cities (Minneapolis, St. Paul, Duluth, Rochester) of $150 multiplied by the city's population, effective for calendar year 2026 and thereafter

Increases total local government aid appropriation for cities from $644,398,012 (2024-2025) to $657,681,729 for aids payable in 2026 and thereafter, an increase of approximately $13.3 million

Maintains existing aid distribution formulas for cities based on unmet need calculations, with the new minimum serving as a floor that overrides standard formula results for first class cities

Amends Minnesota Statutes sections 477A.013, subdivision 9 and 477A.03, subdivision 2a
