Authorizes third-party testing programs to conduct behind-the-wheel road tests for class D driver's licenses, with programs required to be located in Minnesota and employ certified third-party testers

Third-party testers must be at least 21 years old, hold a valid driver's license for 3+ years, complete the same training as state examiners, and conduct at least 12 road tests annually to maintain certification

Programs must indemnify the state, maintain records for 3 years, submit to random audits and inspections, and cannot test family members or applicants with disabilities requiring individualized license restrictions

Effective August 1, 2025, with implementation required using existing resources and no additional staff hiring permitted
