Raises Medical Assistance reimbursement rates for physician, professional, primary care, obstetric/gynecologic, and mental health services to at least 100% of the Medicare Physician Fee Schedule, effective January 1, 2026 or upon federal approval

Establishes a statewide behavioral health home services reimbursement rate of at least $425 per member per month, with annual adjustments based on the Medicare Economic Index, effective January 1, 2028 or upon federal approval

Imposes an annual assessment on health plan companies for calendar years 2026-2029, with tiered rates based on enrollment (up to $380 per Medical Assistance enrollee and $1 per non-Medical Assistance enrollee for larger plans), to fund medical assistance

Increases payments for inpatient behavioral health services provided by hospitals paid under the DRG methodology, effective January 1, 2028

Repeals the existing provision that pays masters-prepared mental health professionals at 80% of doctoral-prepared professional rates, effective January 1, 2027 or upon federal approval
