Increases the career and technical revenue reimbursement rate for school districts from 35% to 50% of approved expenditures, effective fiscal year 2026

Requires the Commissioner of Education to establish a tax rate for career and technical program revenue that raises $46,461,000 annually starting in fiscal year 2026

Removes the previous statewide revenue caps ($17,850,000 for 2012, $15,520,000 for 2013, and $20,657,000 for 2014) that limited total career and technical revenue

Adds a revenue guarantee ensuring districts receive at least 100% of approved expenditures or their previous year's revenue, whichever is less, with required reserve account reporting

Districts with career and technical reserve account balances exceeding $200 per pupil unit must hold a public school board discussion of their programming by March 15 of the following fiscal year
