School boards may renew expiring capital projects referendums through board action rather than holding a new voter election, bypassing the standard referendum process

Board renewal is permitted only if the annual amount remains the same as the expiring referendum, the term does not exceed the original voter-approved length, and the referendum has not been previously renewed by board action

School boards must hold a public meeting with testimony, adopt a written resolution by recorded vote, and submit copies to the commissioner and county auditor by September 1

The renewal resolution must be adopted by June 15 of the year the renewed levy is first certified, with the resolution becoming effective 60 days after adoption

Renewals may occur no more than two fiscal years before the existing referendum expires, and this provision takes effect the day following final enactment
