Transfers administration of the Collaborative Urban and Greater Minnesota Educators of Color Grant Program and teacher mentorship grant programs from the Professional Educator Licensing and Standards Board (PELSB) to the Department of Education, effective August 1, 2025

Appropriates $5,440,000 annually for FY2026-2027 for educators of color grants and $4,500,000 annually for mentoring/retention programs for teachers of color and American Indian teachers

Removes the requirement for Tier 1 license holders to pass a content examination within one year of initial licensure, while maintaining cultural competency training and mental illness training requirements

Allocates $500,000 annually for a teacher recruitment marketing campaign targeting high school/college students of color and career-changers from underrepresented racial/ethnic groups

Appropriates $3,933,000 (FY2026) and $4,033,000 (FY2027) to PELSB for operations, plus additional funding for alternative pathway support positions, heritage language teacher licensure, and an online portfolio platform
