Prohibits the commissioner from proceeding with corridor plan modifications or final design until all affected local governments submit either specific amendments or their approval

Requires metropolitan planning organizations to review plans for consistency with their development guides within 60 days, with the commissioner prohibited from continuing development until receiving approval or proposed amendments
