Expands the definition of "administrative action" under Minnesota campaign finance law (Chapter 10A) to include all powers and duties exercised by the Public Utilities Commission under statute or adopted rule

Removes the previous narrow exceptions that only covered rate setting, power plant and powerline siting, and certificates of need under section 216B.243

Subjects a broader range of Public Utilities Commission activities to lobbying disclosure and campaign finance reporting requirements

Amends Minnesota Statutes 2024, section 10A.01, subdivision 2
